About the SC/ST Cell
The Scheduled Castes/Scheduled Tribes (SC/ST) Cell of Akhilabhagya Post Graduate College, Ranapar, Gorakhpur (Affiliated to Deen Dayal Upadhyay Gorakhpur University, Gorakhpur) has been constituted in accordance with the guidelines of the University Grants Commission (UGC) and the Government of India to safeguard the interests of students and employees belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST).
The Cell is committed to promoting an inclusive, equitable, and discrimination-free academic environment by ensuring effective implementation of Government policies relating to reservation, educational advancement, scholarships, welfare measures, and grievance redressal for SC/ST students and employees.

Mission
• To safeguard the rights and interests of SC/ST students and employees.
• To ensure effective implementation of the constitutional provisions, Government of India policies, and UGC guidelines relating to reservation and welfare.
• To promote equal opportunities in academic, administrative, and co-curricular activities.
• To create awareness about scholarships, fellowships, fee reimbursement, coaching programmes, and other welfare schemes available for SC/ST students.
• To provide an effective, transparent, and confidential mechanism for addressing grievances relating to discrimination or denial of legitimate rights.
• To foster an atmosphere of mutual respect, inclusiveness, and social harmony within the institution.
Objectives
• To ensure proper implementation of reservation policies in admissions, recruitment, and other institutional processes.
• To promote the educational, social, and economic empowerment of SC/ST students.
• To disseminate information regarding Government scholarships, fellowships, and welfare schemes.
• To provide academic guidance, mentoring, and career counselling for SC/ST students.
• To prevent discrimination and promote equal treatment within the campus.
• To coordinate with statutory bodies and Government agencies for matters relating to the welfare and development of SC/ST students and employees.
Functions of the SC/ST Cell
The SC/ST Cell shall:
• Address grievances and complaints of SC/ST students and employees.
• Monitor the implementation of reservation policies and Government/UGC guidelines.
• Maintain records relating to SC/ST admissions, scholarships, fellowships, and welfare initiatives.
• Organize awareness programmes, seminars, workshops, counselling sessions, and capacity-building activities.
• Assist eligible students in obtaining scholarships, fellowships, and other Government benefits.
• Recommend suitable measures to the College administration for promoting the educational and social advancement of SC/ST students and employees.
• Encourage participation of SC/ST students in academic, cultural, sports, research, extension, and leadership activities.
• Submit periodic reports on the activities and functioning of the Cell to the College authorities.
Grievance Redressal
Any student or employee belonging to the Scheduled Castes or Scheduled Tribes who experiences discrimination or has any grievance relating to reservation, scholarship, welfare measures, equal opportunity, or any issue affecting their academic or professional environment may submit a written complaint to the Coordinator of the SC/ST Cell or contact the College Office.
The Cell shall ensure that all grievances are handled with fairness, confidentiality, and sensitivity, and appropriate action is taken in accordance with the applicable rules and regulations of the Government of India, the University Grants Commission (UGC), and the College.
