About the Anti-Ragging Cell
The Anti-Ragging Cell of Akhilabhagya Post Graduate College, Ranapar, Gorakhpur (Affiliated to Deen Dayal Upadhyay Gorakhpur University, Gorakhpur) has been constituted in accordance with the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.
The College follows a Zero-Tolerance Policy towards ragging in any form. The Anti-Ragging Cell is committed to ensuring a safe, secure, welcoming, and inclusive campus environment where every student is treated with dignity and respect. The Cell undertakes preventive, educational, and disciplinary measures to eliminate ragging and to promote healthy interaction among students.

• To establish an effective mechanism for reporting and redressing complaints related to ragging.

What is Ragging?
As defined under the UGC Regulations, ragging includes any act by one or more students that has the effect of teasing, intimidating, humiliating, harassing, bullying, abusing, or causing physical or psychological harm to another student. Ragging may include, but is not limited to:
• Physical abuse or assault.
• Verbal abuse, insults, or offensive remarks.
• Mental harassment or humiliation.
• Bullying, intimidation, or threats.
• Forced activities causing embarrassment or discomfort.
• Financial extortion or coercion.
• Cyber ragging through social media or electronic communication.
• Any act that adversely affects the dignity, health, or academic environment of a student.
Functions of the Anti-Ragging Cell
The Anti-Ragging Cell shall:
• Implement the UGC Anti-Ragging Regulations and College policy.
• Organize awareness programmes, orientation sessions, and campaigns on anti-ragging.
• Monitor vulnerable areas of the campus to prevent incidents of ragging.
• Receive complaints and ensure prompt inquiry into reported cases.
• Recommend appropriate disciplinary action against those found guilty of ragging.
• Coordinate with College authorities, faculty, student representatives, and parents to maintain a ragging-free campus.
• Maintain records of complaints, preventive measures, and awareness activities.
• Submit periodic reports to the College authorities and other competent bodies, as required.
Student Responsibilities
Every student is expected to:
• Treat fellow students with dignity, courtesy, and respect.
• Refrain from participating in or encouraging any form of ragging.
• Report any incident of ragging immediately to the College authorities.
• Cooperate with the Anti-Ragging Cell during inquiries.
• Follow the rules and code of conduct prescribed by the College and the UGC.
Complaint and Redressal
Any student who experiences or witnesses ragging may report the matter to the Coordinator of the Anti-Ragging Cell, the Principal, or the College Office. Complaints will be handled promptly, impartially, and confidentially in accordance with the UGC Regulations and institutional rules.
Students may also report incidents through the National Anti-Ragging Helpline or the UGC Anti-Ragging Portal, wherever applicable.
